ZX-11 Won't Idle

My 96 ZX-11 absolutely refuses to idle and it's not a vacuum leak! The vacuum level is however low at idle on all 4 carbs, about half of what the spec says it should be, and all measurements are equally about half for each carb. Other symtoms, cold starts normal on choke but within a few seconds choke revs die off and I have to use the throtle to keep it going, on primaries still runs like a bat out of hell all the way to redline, but when you stop at a light the engine dies. Stock engine, plugs show normal light brownish color for all four.

Fuel issue? the only test my manual has for the fuel pump is on/off, and it does that, but how do I tell it is delivering enough fuel?

try ideling the carbs up with the idle screw
