I was watching this street bike stunt video and I noticed that a lot of the guys have what looks like a bar that wraps around the sides and under the frame of their bikes, almost like a small roll cage or something.  Dose anyone know what’s it’s called and if its street legal?

They're called crash cages, and they are street legal. They offer great protection for bikes that are gonna hit the ground a lot, but are probably overkill for the non-stunter. IMHO, conventional frame sliders are mandatory for any streetbike, as they prevent a lot of damage/save a lot of money in a crash or drop.
